The AECF COVID-19 Rapid Emergency Fund (REF) is a SEK 20 million (US$2million) project under the REACT SSA program, funded by SIDA to support the operations of early and growth-stage Decentralized Energy Access Companies (DESCOs) as most companies see a reduction in gross revenues and struggle to meet their short-term obligations.

My role was to conduct due diligence, financial analyses, make recommendations and compile investment memos to guide the investment committee ;

  • Preserve development impact by providing relief to investees so their local staff, customers and supply chains are not adversely affected.
  • Guarantee energy access as essential service (lighting and cooling in homes and health facilities) during COVID-19 emergency.
  • Promote access to other products and services that help rural people and smallholder farmers adapt to adverse economic and health effects of COVID-19.
  • Provision of targeted technical assistance to investees to enable them to develop solid strategies of coping with COVID-19 pandemic.
  • These include among others, business continuity plans, capital restructuring, innovations in sales and marketing.
  • Sustain livelihoods by supporting jobs that would have been lost in cost cutting measures.
  • Lower perceived investor risk and retain existing commitments to investees by funders.
  • Understand impacts that COVID-19 has had on low-income households.

This support was provided through disbursements of emergency grants (US$ 50,000 – US$ 200,000) to cover short-term working capital needs (3-12 months) as well as targeted technical assistance for business continuity.
