• Duties and Responsibilities

• Develop, implement, and maintain the Ministry's cybersecurity strategy, policies, standards, and procedures.
• Lead and manage cybersecurity initiatives and projects.
• Oversee the implementation and maintenance of security technologies and tools (e.g., firewalls, intrusion detection/prevention systems, antivirus, SIEM).
• Monitor the ICT environment for security threats, vulnerabilities, and incidents.
• Lead incident response activities, including investigation, containment, eradication, and recovery.
• Conduct regular vulnerability assessments and penetration testing.
• Stay abreast of emerging cybersecurity threats, trends, and best practices.
• Provide expert advice and guidance on cybersecurity matters to Ministry staff.
• lan, conduct, and report on ICT audits to assess the effectiveness of security controls, compliance with policies, and efficiency of ICT operations.
• Evaluate the design and implementation of ICT systems and processes for security weaknesses and recommend improvements.
• Ensure compliance with relevant national and international cybersecurity laws, regulations, and standards (e.g., Data Protection Act, ISO 27001).
• Monitor and track the implementation of audit recommendations.
• Develop and implement ICT control frameworks and mechanisms to safeguard information assets.
• Monitor the effectiveness of implemented controls and recommend enhancements.
• Ensure proper access controls, data security measures, and business continuity/disaster recovery plans are in place and tested.

Technical Support:

• Provide first and second-level technical support to end-users on hardware, software, network, and related ICT issues.
  Troubleshoot, diagnose, and resolve ICT-related problems in a timely and efficient manner.
  Install, configure, and maintain computer hardware, operating systems, software applications, printers, and other peripherals.
  Manage user accounts, access controls, and permissions.

Network Administration:

• Assist in the design, implementation, and maintenance of Local Area Networks (LANs), Wide Area Networks (WANs), and other network infrastructure.
  Monitor network performance, identify and resolve network connectivity issues.
  Manage network devices such as routers, switches, firewalls, and wireless access points.

Systems Administration:

• Assist in the administration and maintenance of server infrastructure, including operating systems, applications, and storage systems.
  Perform system backups and recovery procedures.
  Monitor system performance and ensure system availability and security.

Software Development and Maintenance:

• Participate in the analysis, design, development, testing, and implementation of software applications and systems.
  Maintain and update existing software applications.
  Develop and maintain technical documentation for software applications.

Database Administration:

• Assist in the design, implementation, and maintenance of database systems.
  Perform database backups, recovery, and performance tuning.
  Ensuring data integrity, security, and availability.

Cybersecurity:

• Assist in the implementation and enforcement of the Ministry's cybersecurity policies and procedures.
  Monitor ICT systems for security breaches and respond to security incidents.
  Install and configure security software such as antivirus and firewalls.
  Conduct security awareness training for users.

ICT Policy and Standards:

• Assist in the implementation of ICT policies, strategies, standards, and guidelines.
  Ensure compliance with relevant ICT regulations and best practices.

Documentation and Reporting:

• Prepare and maintain accurate records of ICT infrastructure, systems, configurations, and support activities.
  Generate reports on ICT performance, issues, and resolutions.

Project Support:

• Provide ICT support for Ministry projects, including planning, implementation, and monitoring.
• Assist in the procurement of ICT equipment and services.

User Training:

• Provide training and guidance to Ministry staff on the effective use of ICT systems and applications.
• Develop user training materials.
  

• Participate in trainee recruitment
• Lead collective training sessions
• Liaise with the technical experts and others contributing to the course
• Identify trainees’ individual problems and resolve them
• Participate in enhancing Simplon’s training analysis via meetings of the instructor community
• Contribute to supplying the Simplon instructor Github for trainees
• At least once during the course, put trainees in a knowledge transfer situation within their own cohort
• Assess the trainees on an ongoing basis via projects, more than any other assessment tool (multiple-choice questionnaire, knowledge test, etc.)
• Guide trainees in their approach in order to obtain the desired position
• Mark the end of the course with the presentation of a major project (the “masterpiece”, completed throughout the course) and therefore record that all the learning outcomes have been met
• Ensure regular meetings with the team and trainees to monitor the quality of the course
• Assess the progress of trainees
• Monitor and guide the group in its daily activities: learning by teaching activities, workshops, meetings, etc
• Submit weekly progress reports of trainees
• Submit monthly report capturing progress
• Participate in enhancing training analysis via meetings with Simplon technical team and instructor
