Ensures that the procurement Function consolidates and updates regularly all procurement plans, procurement needs and that the function is having a strong sourcing capacity

-Setting up offices in Kenya and Somalia, registration follow-ups’, Medical scheme, Pension scheme and all insurances, coordinating all the travels for the teams travelling in and out of Somalia.

-Promote transparency and fairness in all procurement processes, ensuring a strict control system in place within the procurement function at capital and at field level, to minimize risks linked to fraud, delays, bad quality or poor suppliers’ performances.

-In line with the SI procurement guidelines, establishing framework agreements with suppliers for regularly procured goods and services.

-Prepare quality reports for supply chain in a timely manner and shared with stakeholders.

-Liaise closely with the finance department to ensure accountability and donor compliance with respect to project implementation and operational support.

- Improving accountability through the establishment of clear reporting lines and documentation systems, promoting transparency in supply chain activities, and ensuring that interdepartmental processes are under a constant improvement cycle.

-Maintain an effective international procurement system that is well coordinated with the home office in the US

-Perform fleet assessment to make sure that at any time, the most updated information is available.

-Ensure that there is a planning system for movements, to avoid inefficiencies and to reduce as much as possible the usage of rental vehicles when applicable.

-Ensure that fuel management is safe, theft proof and transparent by monitoring consumptions

• Input, analyzed and reported on data covering all aspects of procurement operations.

Developed and implemented the Procurement &Operations Manual for Tetratech Kenya and 14 Countries in Africa

-Created Tetra Tech Supply Chain strategy that ensures there is seamless operations across all its areas of operation in East, West and Central Africa.

-Setting of performance targets for the procurement function that are measurable and are tracked regularly to promote continuous improvement team dynamics, including targets on procurement benefits to be documented and shared with TT centers.

-Training of procurement teams, to ensure there is strict adherence to Procurement requirements.

-Provided leadership and oversight on all technical areas of the supply chain function including procurement management, warehousing, asset management /Inventory management and fleet management.

-Ensured adequate resourcing for the supply chain function including the human resources

-Trained and guides Procurement&Logistics team on Company Software and refresher trainings on Procurement Procedures and policies on the projects teams.

-Overseen successful Management of Leases within 14 countries that Tetratech has footprints in East, West and Central Africa, working closely with the Legal and Compliance Teams

-Overseen and supported operational Procurement for Program output, facilities administration, and framework contracts, working closely with the head of finance on budgets.

-Overseen National and International tenders for Programs with Procurement over $1,000,000 across various Programs where Tetratech has footprints in East &Central Africa.

-Overall, in charge of Contract drafting, management, issuance and closure of all contracts ensuring conflicts that may arise are amicably resolved, building, and maintaining good supplier relationships across projects

-Formed and constituted Procurement Committee that oversees the procurement and management of tendering process to ensure all projects are well represented and no conflict that arises thereto.

-Ensured that Supply Chain meet all legal requirements and standards through approvals from Legal and Compliance teams

-Collaborated with all departmental heads to ensure that we have a well-coordinated and harmonized plan in supply chain

-Overall, in charge of clearance of all goods coming from head offices in the United Kingdom and United States of American, through a well-coordinated 3pl.

-Advising the Senior Leadership on cost cutting measures through Market surveys and any new entrants into the Markets

-In charge of cold chain management machines transporting drugs to Bossaso

-Procurement and distribution of all medical equipment’s for the program

- Managed Transportation and organized all modes of transport available Locally and Internationally and ensured smooth movement of goods between the two countries. Created competition between the local and international Market and ensured that purchases and service contracts were transparent and established in a competitive Situation

-Managed Supplies with the creation of an updated database of Local and International Suppliers. Ensured accurate Monthly inventory and Consolidated asset Management follow-ups by Project and Donors.

-Supervised Construction, Renovation, and maintenance of the infrastructures for different Programs in coordination with the local team

-Managed, maintained and refurbishment of buildings, designed and implementing adaptation of premises to suit the needs of the mission. Supervised renovation of Dadaab Sub District Hospital a project that was worth $5,000,000.

-Supervised the Logistics team in Kenya and Somalia

Performed direct Management of the Logistics team in Kenya/Somalia and coordinated the activities of the Procurement department in the area offices in Liaison with Area Coordinators

-Monitored and evaluated the procurement staff and their commitment to the organization by performing relevant capacity development on Procurement&Logistics team, as well as newly recruited team in the department

-Delivered on quality and timely Procurement &Logistics support to all departments at the area level, as well as heads of department for the organization of trainings and Workshops

-Performed and delivered on cost efficient fleet and fuel Management. Supervised the maintenance of transportation vehicles and fuel consumption follow-ups of all rented and purchased Vehicles and generators

-Prepared and delivered on consolidated monthly fuel consumption report, monthly running costs and maintenance cards. Collected documents and issued summary sheets of all fuel consumption and repair costs.
