The same has been demonstrated recently when I have been serving as the Country Economist for both Rwanda and the Seychelles, meeting tight deadlines in both countries. My expertise in economic modelling and forecasting is highlighted by my leadership in producing CGE model-based reports for Rwanda in 2023 and Zimbabwe in 2018. I possess strong technical and quantitative skills as an applied development macroeconomist, enabling me to conduct monetary, fiscal, and financial analyses, perform project appraisals, engage in planning, and carry out feasibility studies. I have extensive knowledge of portfolio management, having overseen country portfolio performance reviews in Kenya, Rwanda, Seychelles and Zimbabwe. Additionally, I am well versed in matters of good governance, having addressed these issues across various domains, including constitutional, policymaking, and implementation levels. I have a comprehensive understanding of the challenges faced by developing countries, having worked on these issues in Afghanistan, Kenya, Rwanda, Seychelles, and Zimbabwe over a span of more than 25 years.

Country Manager (OiC), Zimbabwe Country Office

  • As the Bank Group representative leading the AfDB dialogue with the Government of Zimbabwe, development partners and other stakeholders during the formulation of (i) the Zimbabwe National Development Strategy 1 (NDS1) 2021 – 2025 (Plan launched in November 2020), (ii) Dialogue with Reserve Bank of Zimbabwe (RBZ) to address legacy debts and (iii) arrears clearance, among other high-level activities.
  • Improving country portfolio performance through continuous dialogue with Task Managers of the 24 projects financed through TSF, PBA, Zimfund and other Trust Funds. During this period non-performing projects by value reduced from 45% to 20%.
  • Handling country office management including processing of payments, procurements, petty cash monitoring and approvals, processing country office relocation and significantly handling the disposal of assets hitherto stored in a warehouse since December 2018.
  • Managing the extension of the USD 145 million Zimbabwe Multi Donor Trust Fund (Zimfund) from end 2020 to end 2021. Process involved negotiation with government and development partners as well as AfDB Senior Management. Also extended the completion dates for four Zimfund Projects, contracts for eight Consultants and contractors.
  • Managing AfDB and ZimFund staff and consultants, a total of 20 personnel including the 2020 performance evaluation for the same.
  • Successful engagement with government and other development partners in discussions regarding arrears clearance where together with World bank Country Manager and UN Resident Coordinator helped the government to prepare an arrears clearance strategy and roadmap which led to the establishment of the ongoing dialogue led by the AfDB President.
  • Successful input into preparation of the Government NDS1 with attendant acknowledgement from the AfDB President.
  • Successful resumption of legacy debt payment by RBZ to two organizations with partially stalled AfDB supported projects. These were Olivine Wilmar and Lake Harvest. Payments had stalled since 2018 and resumed in November 2020 after successful negotiations.
  • Successful engagement with government and other development partners in discussions regarding economic and social reforms, response to COVID-19 pandemic and handling poverty and other social statistics. In partnership with World bank and the UN helped the government to prepare arrears clearance strategy and road map which led to the AfDB President being engaged to lead the arrears clearance dialogue with Lenders, a process that is still ongoing.
  • Successful extension of ZimFund and all associated contracts.
  • Steered the Country Operations Performance Dashboard thereby improving portfolio performance with red flagged projects reduced from 45% in September 2020 to 20% in January 2021.
  • Successful management of extension of 10 projects from 2020 closing dates to 2021 closing dates, given the effect of COVID 19.
  • Successful handling of procurement and disbursement issues for all the 24 projects thereby increasing disbursement from 49% in August 2020 to 56% in January 2021.
  • Effectively handling all country office management issues including personnel issues, procurements, payments and office integrity during the COVID-19 work from home period.

  • In 2022 and 2023, actively participated in country dialogue activities with the government including during high level conferences and meetings held in Rwanda. Examples include: (i) Commonwealth Heads of Government Meeting 2022 which took place on 20-25 June 2022; Eighth Session of the Africa Regional Forum on Sustainable Development, March 2022; and several national level conferences.

  • In terms of country dialogue, I actively participated in arrears clearance discussions with the government, Development Partners, and private sector agencies. Zimbabwe defaulted in repaying debt to external partners beginning in the year 2000. Between 2018 and 2021, through concerted dialogue, we were able to support the government in producing an arrears clearance roadmap. I also engaged in dialogue during the preparation of national strategies including the Zimbabwe Transitional Stabilisation Programme 2018 – 2020 and the Zimbabwe National Development Strategy 1 (NDS1) 2021 – 2025 (Plan launched in November 2020).
  • In terms of country strategy, I led the preparation of two Completion Reports of AfDB Zimbabwe Country Briefs (Strategies) (2013 – 2016 and 2019 – 2020) and two new Zimbabwe Country Briefs (Strategies) (2019 – 2020 and 2021 – 2023). I also peer reviewed AfDB CSPs for Zambia, Malawi, Ethiopia, Somalia, Uganda, and Sudan.
  • On knowledge work, I delivered the Zimbabwe Economic Recovery study – Building a New Zimbabwe, targeted policies for growth and job creation (2020 – 2030).
  • I also delivered the Zimbabwe Infrastructure Flagship Report to aid in investment planning as part of the vision 2030.
  • Together with UN and Worldbank delivered the 26 Sector Needs Assessment Reports in 2019 and 19 sector notes updated in 2020 to aid in the preparation of NDS1.
  • Delivered Annual African Economic Outlook, Country Policy and Institutional Assessments, Country Risk Analysis, Country Resilience and Fragility Analysis and Fragility Assessment Reports for Zimbabwe for 2018 to 2021.
  • In terms of donor and development partner coordination, I represented the AfDB in ‘Fish Mongers’ group which brought together Development Partners in monthly meetings, to dialogue on development partners. As OiC Country Manager for Zimbabwe in 2020/2021, I co-Chaired a tripartite team with the Un Resident Coordinator and World Bank Country Manager through a process that transitioned the country to a new government led aid and development partner coordination framework, with effect from 2021.
  • In terms of portfolio and lending, I coordinated the preparation of the Zimbabwe Country Portfolio Performance Review which were combined with the Country Briefs. Also provided economics analysis and related input during the preparation of several projects. Main projects were: the $24.7 million Post cyclone Idai Emergency Recovery and Resilience Project (2019); the 13.7 million Zimbabwe - COVID-19 Response Project (2020); among others.

  • In terms of country dialogue and strategy work, I led the preparation of two Kenya Country Strategy Papers (CSP) for 2008-2013 and 2014-2018. Also conducted midterm reviews for both strategies, while leading multi-Agency teams including AfDB Kenya Country Team, government, private sector, and civil society organizations. I also peer reviewed AfDB CSPs for Uganda, Ethiopia, Tanzania, and Rwanda.
  • In terms of knowledge work, I delivered several products and reports on: (i) inflation in Kenya; (ii) inclusive growth; (iii) public finance management; (iv) green economy strategy and implementation plan; (v) political economy and devolution; (vi) Kenya transport sector analysis; and (vii) private sector development; among others. All reports are available and can be shared upon request.
  • I also prepared the annual African Economic Outlook, Kenya Chapters (2008 to 2017). Country Policy and Institutional Assessments, Country Risk Analysis, and occasional creditworthiness assessments.
  • I led AfDB engagement in public finance management and devolution related work (2008 – 2017). As chair of the PFM Development Partner Group in 2014/15: led in undertaking of Country Risk Assessment (2015); sourced for Trust Funds and supported the production of County and National Internal Audit Training Manual (2015) and County Budget Operational Manual (2015). Participated in expenditure and financial accountability (PEFA) assessments (2008 and 2014) and actively engages in PFM Strategy work, while representing the AfDB.
  • In terms of donor and development partner coordination, I supported the AfDB Director General for Eastern Africa, with aid coordination and harmonization activities in Kenya. Through this, I represented AfDB at the Development Partner Group (DPG) as an alternate to the AfDB Representative in Kenya, and at the Aid Effectiveness Groups (AEG), (2008 – 2017). The DPG meetings brought together Ambassadors, High Commissioners and Heads of Agencies accredited to Kenya, while the AEG brought together the technical Leads of Agencies in monthly meetings with the National Treasury. While representing AfDB, I co-chaired (with the National Treasury Director of External Resources) the AEG in 2013/14. During this period, the AEG team spearheaded the finalization of Kenya External Resources Policy. Also led AfDB engagement with the Public Finance Management, Youth and Devolution Development Partner Groups.
  • In terms of portfolio and lending work, I supported project identification, appraisal, and readiness reviews by providing economic analysis to all sector teams. Provided support to projects including fragility analysis for Kenya (largely) and Tanzania, Sudan, Uganda, South Sudan, Eritrea, Rwanda, and Somalia.
  • I co-task managed AfDB funded Kenya Institutional Support for Good Governance Project (KISGG) whose objectives were: (i) improving the public financial management system, with special emphasis on procurement, internal audit, and external audit, (ii) strengthening the Kenya Anti-Corruption Commission (KACC) and (iii) enhancing performance at the AfDB Desk in Kenya. Also, task managed some Trust Fund projects supporting initiatives in environment, public private partnerships and monitoring and evaluation. Supported Project Completion Reporting through economic analysis of outcomes and lesson learning. Also provides economic backstopping for annual Country Portfolio Performance Reviews.

  • Public finance management programme funded by various development partners. Participated in the Public Finance Management Donor Group.
  • Financial Sector Deepening Trust funded by the World Bank, DFID, Sida and AFD. Chaired the Program Investment Committee (PIC) of the Trust which was responsible for setting policy framework for the program and resource allocation to various development activities including funding of Central Bank, Cooperative societies, various financial reform initiatives and commercial banks. At the time of leaving DFID, the Trust had a portfolio worth Ksh 2 billion. During this period, I steered the establishment on MPESA mobile money payment system which is currently the leading mobile money payment platform in Africa.

  • Technical and coordination roles: I have over 15 years’ experience at the African Development Bank (AfDB) handling macroeconomic analysis, planning, policy and strategy formulation, knowledge work, aid coordination, project appraisal including in several fragile states (Zimbabwe, Somalia, Sudan, and Eritrea), country resilience and fragility assessments (Kenya, Rwanda, and Zimbabwe), leading national dialogue with governments and other stakeholders in Kenya, Rwanda, Seychelles and Zimbabwe.
