Throughout two consecutive terms from 2013 to 2017 and 2017 to 2022, I dedicated myself to serving the Fino Ward Community in Mandera County. Within this period, I assumed the role of Vice Chairperson at the County Assembly Service Board (CASB), where I played a critical part in overseeing recruitment processes, ensuring compliance with HR regulations, and nurturing an environment of professional excellence. My approach has always been marked by humility, accessibility, and a steadfast commitment to delivering equitable service to all. Known for my ability to persuade, inspire, and uphold the highest standards of performance, I continually strive for excellence in execution.

  • Jointly with my Chair led fellow board members in the execution of the following responsibilities with a touch of excellence: -
  • Providing services and facilities to ensure the efficient and effective functioning of the County Assembly. -Constituting offices in the County Assembly service, and appointing and supervising office holders. -Preparing annual estimates of expenditure of the County Assembly service and submitting them to the County Assembly for approval, and exercising budgetary control over the service. -Undertaking, singly or jointly with other relevant organizations, programs to promote the ideals of parliamentary democracy. -Directing and supervising the administration of the services and facilities provided by, and exercise budgetary control over, the service. -Determining and reviewing the terms and conditions of service of persons holding or acting in the offices of the service. -Initiating, coordinating and harmonizing policies and strategies relating to the development of the service. -Initiating programs for training and capacity building of members and staff of the County Assembly and other persons, promoting ideals of Assembly democracy as set out in Article 127(6)(d) of the Constitution and promoting public awareness and participation in the activities of the County Assembly. -
  • Acquiring, holding, charging and disposing of movable and immovable property. -Establishing a pension scheme for officers of the service and, from time to time, determine the rates of contribution to the scheme. -Exercising disciplinary control over the service human resource.
  • ACHIEVEMENTS -Facilitated the efficient functioning of the county assembly by providing essential services and facilities. - Played a key role in constituting offices and appointing office holders, enhancing the board's operational capacity. - Led initiatives for recruitment boosting and capacity building for staff and honorable members, significantly bridging HR gaps. - Developed and implemented a system that earned accolades for its effectiveness and conducive working environment, including comprehensive benefits.

  • As the Chairman, County Assembly Committee on Lands, Housing and Physical Planning:
  • Sponsored a Motion that gave way to the Establishment of Mandera County Government Land Registry.
  • Presided over the Vetting of the first Chief Officer, Lands, Housing and Physical Planning.
