COUNTY CHIEF OFFICER HEALTH SERVICES

Responsibilities

  • General administration and coordination of Health department to ensure the provision of quality, accessible, affordable, and sustainable preventive, curative, promotional, and rehabilitative healthcare services in a responsive and accountable manner for the communities of Taita Taveta County.
  • Initiating, developing and implementing policies and sector plans;
  • Formulating and implementing effective programs to attain County’s vision and sector goals;
  • Developing and implementing Departmental strategic plans;
  • Promoting and Ensuring compliance with National values and Principles of good governance as outlined in Article 10 and 232 of the Constitution of Kenya;
  • Determining, managing and developing department’s workforce, including implementation and monitoring of performance management systems;
  • Overseeing the management of finances; preparing budget estimates, annual work plans, and programs; and performing any other duties as may be assigned from time to time.

Key Achievements

1. Coordinated the formulation, gazettement and implementation of the following legislations:

  • The Taita Taveta County Health Services Act, 2021.
  • The Public Finance Management (Taita Taveta County Health Facilities Improvement Fund) Regulations, 2022,
  • The Public Finance Management (Taita Taveta County Health Services) Regulations, 2022.

2. Coordinated the formulation and implementation of the following County Health Plans:

  • County Nutrition Action Plan, 2020 – 2024.
  • Taita Taveta County Emergency Medical Care Plan, July 2021.
  • Taita Taveta County HIV, AIDS, and STI Control Implementation Plan 2021–2025.

3. Ensured the construction, equipping, staffing and operationalization of 10 new dispensaries in the County.

4. Initiated expansion of general and special medical services in the Level 4 Hospital in the county, such as:

  • Cancer Center in MCRH.
  • Unit in MCRH.
  • Renal Unit in Taveta Sub-County Hospital.
  • Theatre Services in Mwatate Sub-County Hospital.
  • Intensive Care Unit in Mwatate Sub-County Hospital.

- Mwatate Sub County New Hospital Block houses the following wards: pediatric Ward, Maternity Ward, Medical Male and Female Ward, Male and Female Ward, gynecological Ward, newborn unit, labor Ward, Postnatal and antenatal Ward.

  • Championed recruitment to address staff gaps in the department, promotions, and designations at the department Human Resource and County Human Resource Advisory Committee.
  • Through the Ministry of Health, the Council of Governors and implementing partners, we’ve planned and approved staff training needs and program-based trainings and workshops.

5. Coordinated the operationalization of the facility improvement fund through:

  • Opening of the FIF operation accounts for all the health facilities and Management units, acquisition of FIF Paybill numbers in collaboration with Safaricom, appointment, gazettement and orientation of the four Hospital Boards and the County Health Management Board

  • Day-to-day administration of the Education Department.

1. Coordinated the formulation, gazettement and implementation of the following legislations:

  • Early Childhood Development and Education Capitation Policy on Capitation Policy 2016.
  • Vocational Training Center Policy on capitation policy 2016.
  • The Taita Taveta County Education Fund Board (Amendment) Act 2016.
  • Education Fund Amendment Act 2018.
  • Education Fund Amendment Bill, 2019 (draft).
  • Vocational Training Center Policy on capitation policy 2016.
  • Taita Taveta County Education, 2015.
  • Taita Taveta County Education Fund Board (Student Loan Regulation 2015).

2. Coordinated the selection, award and disbursement of Ksh. 300 Million as bursaries, loans and scholarships to the needy students in the County.

3. Ensured the construction, equipping, staffing and operationalization 188 ECDE Centers and 11Vocational Training Centers (VTCs) twin workshops.

4. Recruited ECDE teachers on permanent and pensionable basis.

5. Increased Enrolment in ECDE by 22,765 children, which is a net enrolment of 86.4%.

6. Increased enrolment in VTC from 1732 to 2479 trainees, which is 43.13%.

7. Circulation of revision books to 141 primary schools, which is 72% of the schools, through mobile library services. This has contributed to the rise of the primary school national examination mean score.

  • Coordinated the desilting of Canals in Taveta Sub County, as a measure to mitigate floods that have been affecting Kiwalwa, Kimorigo, Ngutini, Marodo, Lambo, Abori, Maseketeni and Majengo villages as well as farms
