Based in Nairobi, Kenya, Omeno Suji has over 20 years of international and local experience working across several African countries. In the past 10 years, he has worked as an Institutional Development, M&E, and Social Development consultant, providing services for a range of government, donor-funded programs, and NGOs in several countries in Africa, including Djibouti, the DRC, Eritrea, Ethiopia, Kenya, Niger, Somalia, South Sudan, Tanzania, Uganda, and Zimbabwe. He has extensive experience in the use of resolving complex institutional development challenges as well as the use of various project cycle management frameworks including the results-based approach, the logical framework approach, the resource allocation theory of change, and knowledge management for national government agencies and regional UN agencies. Suji recently led a team of project staff of the Drought Resilience and Sustainable Livelihoods Program (DRSLP) - a quasi-humanitarian development project by the government of Kenya. With other consultants, they led a facilitated process of undertaking an internal impact assessment and project closure of the Programme as well as the Rural Livelihoods Adaptation to Climate Change (RLACC) component of the programme. Both reports scored the highest 4 out of 4 in the Bank’s rating and some of the recommendations from the Impact Assessment informed the Bank's development of a new program for Horn of Africa region - Building Resilience for Food and Nutrition Security (BREFONS). A development communications expert, Suji has, together with others, published various reports and training manuals in the fields of participatory impact assessment and monitoring and evaluation of community initiatives. Some of his recent assignments include; working with the World Bank-funded Kenya Water Security and Climate Resilience Project for the Water Resources Authority (WRA) of the Ministry of Water of the Government of Kenya; USAID-funded Horn of Africa team for the Resilience Learning Project (RLP) as the Collaborative Learning and Adaptation Adviser, the Regional Learning and Advocacy Programme (REGLAP) for dryland communities of the Horn of Africa region under the ECHO-funded Disaster Risk Reduction Action Plan (DRRAP) Decision of 2011. He has also served as a Collaborative Learning and Adaptation Adviser for the Regional Learning Project funded by USAID- East Africa.
