• Administration of the department;
• Formulation and implementation of effective programs to attain Vision 2030 and sector goals;

• Developing and implementing policies, programs, projects and specifications on Roads, Public Works, Transport and Mechanical sectors;
• Monitoring, evaluating and preparing status reports on programs, projects and activities of the Division;
• Providing technical advice on road planning, roads management, transport, and mechanical Unit;
• Managing consultations with development partners, private sector, civil society groups and other stakeholders;
• Ensuring effective integration of activities, timely and effective implementation of all projects;
• Ensure timely and appropriate utilization of the budgeted project resources;
• Preparing, implementing, monitoring and reporting on implementation of strategic plans, budgets, performance management system and coordinating staff management and
  development;
• Providing Specialist direction on unusual or difficult engineering issues.

• Development of method statements for works of civil and structural engineering.
• Conducting Engineering Feasibility & Design for Roads, Bridges, Culverts, Footbridges, street lighting, buildings and other construction works.
• Preparation of tender documents, including drawings, Specifications and Quantities for roads, Bridges, culverts, buildings and other construction works.
• Supervising Projects: including in-house, external contractors and sub-contractors.
• Setting out Projects works in accordance with Drawings & Specifications.
• Examining and approving Public and Private Structural Drawings and design for
  development purposes.
• Ensuring all engineering activities are correctly costed and the complete design is delivered to the agreed budget.
• Directing and controlling the use of County Mechanical Plants and equipment to ensure sustainability and optimality of use.
• Monitoring environmental protection measures in the construction environment and reporting any hazards or incidences.
• A member of County Tender committee, County Staff Advisory Committee, County Monitoring & Evaluation Committee and County Budget & Strategic planning Committee.

• Overall in – charge of the Engineering and Urban Planning Department.
• Feasibility, Design, Supervision and maintenance of Roads, Culverts, Footbridges, buildings and other civil engineering works.
• Site surveys and inspection of structural works for compliance with the technical specifications.
• Preparation of tender documents, including drawings, Specifications and Quantities for roads, culverts, buildings and other construction works.
• In charge of Plant control and maintenance.
• Management of council project issues including budgeting, contractual issues and programs.
• Inspection and approval of structural development plans to ensure compliance with the standards, policies and details.
• Assessment of proposed IEA reports, EMPs for compliance with sustainable environmental use as per the provisions of the EMCA Act of 1999.
• Monitoring of council works progress for quality and to ensure value for money and preparation of monthly and quarterly reports for work progress.
• Member of the tender committee, and the monitoring and evaluation committee.
• Ensuring the implementation of performance contracts requirements for the Engineering and Urban Planning Department.
• Management representative / Desk officer for Bondo County Council ISO 9001:2008 QUALITY MANAGEMENT SYSTEMS compliance and certification process.
• Technical advisor to the Clerk to council on matters pertaining to engineering works.

Assisting the Site Engineer in the daily operations of the Project at the Site by performing the following duties: -

• Design of Civil and Structural works such as bridges, open channels, piped channels (Penstock) access roads, culverts, water retaining structures (chutes) among others, as may be necessary.
• Reviewing and approval of designs, drawings, quotes and Bills of Quantities by Sub-contractors.
• Participating in conducting acceptance checks on all structural and civil works within the project and engaging other stakeholder departments in verification of works;
• Ensuring up-to-date project plan details are available and regular reporting on all on-going projects & works;
• Preparation of bar cutting and bending schedules for reinforced concrete structures and inspection of the schedules prepared by the sub-contractors before subsequent submission for the Project Engineer’s approval.
• Site inspection and supervision for earth works, bridge and culvert works, rebar fixing works, concrete works and building works among others.
• Preparation of method statement for works.
• Computation of volumes of earthworks using AutoCAD and MicroSurvey CAD from basic topo survey data for purposes of determination of quantities of works done.
• Computer Aided drafting- Using AutoCAD and MicroSurvey CAD to come up with civil works drawing, Structural drawings and shop drawings.
• Liaising with the quantity surveyors team in verifying the quantities used in take offs.
• Compilation of daily, weekly and monthly reports for works, labour and equipment and onward submission of the same to the Projects Engineer.
