  • The State Departments implement policies involving expenditure and revenue; manages national public debt, mobilizes domestic and external resources for financing national and county government budgetary requirements amongst other things that the National Treasury develops. As a Finance Officer of the National Treasury, I can be posted to any ministry, state department or agency, with the same responsibilities. I have so far worked in the State Department for Shipping and Maritime (February 2018 – March 2020) and the State Department for Social Protection, Senior Citizens Affairs and Special Programmes (April 2020 – Date).
  • Key responsibilities:
  • Compiling and formatting financial estimates of the State Department - Financial estimates are useful in determining funds available, forecasting, managing liquidity so that the State Department can meet its financial obligations, drawing of procurement plans and work-plans and aid investment decisions. This is facilitated by the IFMIS system which helps to provide a sound platform for budget execution and accounting, and the means for efficient and timely collection and consolidation of fiscal data. It is critical to capture accurate fiscal data, because the budget is critical in the efficient running of the State Department and enables it to meet its constitutional mandate for which it was established to perform.
  • Taking initial action and budget monitoring – The budget is broken down into the various programs in the State Department. The amounts appropriated are apportioned over time in a cash flow projection. The National Treasury (exchequer) communicates spending limits to various departments via warrants and transfers appropriated funds to a treasury single account or the relevant department accounts from the exchequer account on receipt of a quarterly cash disbursement schedule prepared by each Accounting Officer. The Accounting Officer requires of me to diligently take the initial action and monitor the budget to ensure prudent fiscal responsibility, strategic resource allocation and operational efficiency.
  • Budget Management - Compile financial estimates, monitor cash flow projections, and ensure compliance with PFM Act, reducing fiscal discrepancies by 20%.
  • Monitoring and evaluation - Timely, complete, comprehensive, accurate and reliable financial reporting, tailored to the requirements of the Public Finance Management Act. This includes timely preparation and submission of accurate information within various financial periods like the Medium Term Expenditure Framework (MTEF) which is necessary because the time span of an annual budget is too short for the purpose of adjusting expenditure priorities and uncertainties becoming too great over the longer term. The performance of this task is critical in detection and prevention of fraud and corruption through the ready availability of secure and up to date financial information and the compulsory authorisation of transactions; annual reports like the auditor report; quarterly reports the controller of budget report, the budget implementation report, failure to which the State Department will not meet the threshold and guidelines enshrined in the Public Finance Management Act
  • Audit – Participate in the external audit review process to strengthen financial risk mitigation and control. Recurring analysis of the State Department’s operations to prevent and detect various forms of fraud and other accounting irregularities.
  • Achievement:
  • Scaled up operations between National Government and counties, reaching 50,000+ households under the Kenya Social and Economic Inclusion Project. Effecting policy and training officers at the grassroots level in service delivery to the citizens to ensure sustainability of the Kenya Social and Economic Inclusion Project that focuses on strengthening delivery systems for enhanced access to social and economic inclusion services and shock-responsive safety nets for poor and vulnerable households.
  • Introduced and inducted members of the State Department for Shipping and Maritime Affairs to the utilization of Google Drive as a means of sharing documents during a workshop held in Naivasha. This invites collaboration among the various individuals concerned with the specific information, open to editing, monitor changes on the data, can be accessed anywhere and acts as storage for the data. This significantly reduced the use and misuse of paper and facilitated timely delivery of work within the department.

  • Company Overview: The Center for International Forestry Research (CIFOR) is a non-profit, scientific facility that conducts research on the most pressing challenges of forest and landscape management around the world.
  • Key responsibilities:
  • Research, review and co-author policy briefs alongside my supervisor, the late Dr. Esther Mwangi, on CIFORs work on equity, justice, gender, land tenure, benefit sharing, livelihoods and decentralization with the aim of improving human well-being, protect the environment, and increase equity This entailed developing a comprehensive approach that covered everything from the history of reforms to their outcomes, participatory analysis workshops, government interviews, designing briefs and capacity-building videos. These policies are not only used to advance further research in this field, but also to propel and champion gender rights and inclusion, whose benefits cannot be gainsaid. The briefs had to be of exceptional quality to meet CIFOR standards.
  • Identify key implementation issues on gender, tenure, benefit sharing and decentralization and use them to generate policy guidance for National Forest Program (NFP) implementation. Participation of key stakeholders at both national and subnational levels throughout the policy formulation and implementation process is critical, as is joint ownership of the resulting policy and shared responsibility for policy implementation. This involved precise dissection of the NFP to fully grasp its contents, identify key implementation issues, leading to a policy brief guideline for its implantation. Interpretation of policies is essential as the policy implementers can well understand the abstract principle behind the findings, link them up with other findings and have the ability to predict about the concrete world of events, from which fresh inquiries are birthed.
  • Review the Community Forest Association (CFA) report and put together a policy brief. Actively engage in dialogue with all stakeholders to inform policies and practices that affect forests and people. CFA addresses sustainable management and utilization of forest resources in Kenya. I had the mandate to reach out to various stakeholders, engage and disseminate information among the stake holders, and build their capacity on policy matters, while lobbying for sustainable management and use of natural resources by all stake holders, facilitating effective networking and collaboration; all these were crucial in writing the policy brief.
  • Achievement:
  • My research capacity was impeccably built and analytical skills were tweaked to a whole new level, given by the quality of the incisive work we produced. I am glad that my work with Dr. Esther Mwangi alongside Douglas, Dennis and other researchers greatly contributes to human decency, equity, rights, and gender justice in matters forestry and environment.

Tax Associate – Domestic Taxes Dept.

  • Company Overview: Kenya Revenue Authority (KRA), is the agency of the government of Kenya that is responsible for the assessment, collection and accounting for of all revenues that are due to government, in accordance with the laws of Kenya.
  • Key responsibilities:
  • Recruiting tax payers. The recruitment was rolled out in Block Management System (BMS). This involved the segmentation of taxpayers into blocks according to their geographic business locations, determined by streets and key buildings
  • Filing taxpayer’s returns. This entailed assisting taxpayers to calculate their tax liability, schedule tax payments, or request refunds for the overpayment of taxes. This was a key role that aimed at increasing the tax collected by the Authority
  • Data entry which involved keying in the information gathered into the KRA system and reconciling tax payers’ profiles and database. It was crucial to update the database in order to store accurate and up to date information and not have inaccurate and unreliable inform action
  • Report writing after site visits, which was a means of internal communication within the organization that ensured prompt decision are made and facilitated proper planning
  • Sensitizing and informing the public of new tax reforms/acts and what they entail and their implications during field visits. Tax is a very important aspect in any country. Revenue collected from taxes enables a country to provide services for its citizens and also development of its economy. Taxpayer education and sensitization was crucial in influencing tax compliance among them and correct calculation of taxes
  • Attending trainings to refresh and be better equipped. This translated to increased productivity, improved efficiency and significantly boost quality performance
  • Achievement:
  • A key highlight was capturing currently unreported taxes closing a 15% tax gap and increasing revenue by KES 10M (a tax gap is the difference between taxes owed to the state, and actual taxes paid), hence increased revenue. This achievement was in line with the Authority’s goal of reducing the tax gap and increasing its tax base. I also managed to introduce trashcans at designated areas at the station I was deployed at as an act of protecting the environment.
