Logistics, Procurement & Transport Senior Officer

  • Procurement: Coordinate and monitor all activities of the purchasing cycle, including but not limited to revision and consolidation of purchase request forms, organization of bidding processes, evaluation, contracting and delivery of goods and services, payments to suppliers, filling systems, and reporting.
  • Ensure all procurement procedures, practices and documentation meet the standard set. Support training of supply chain staffs and other relevant personnel's. Review procurement tracker, analyses data and make strategic recommendations to SMT. Monitor department KPIs ensuring timely and high quality monthly report submission.
  • Review specifications and Terms of Reference to ensure completeness, accuracy and compliance with quality standards and assist during contract negotiations.
  • Organize procurement trainings and refresher sessions for supply chain staffs and other new and old personnel. Ensure procurement procedures are followed, including developing procurement plans and trackers for timely procurement.
  • Oversee operational procurement to ensure timely, cost effective, value for money and quality delivery of commodities and services and maintaining continuous communication with the originators.
  • Ensure transparency and accountability by adhering to the operations Handbook and Donor policy. Ensure fair, transparent and professional dealings with all external suppliers and contractors in with Operation Handbook.
  • Provide support to field sites in managing normal procurement process and compile monthly procurement report. Conduct market surveys in key categories to ensure the organization gets the best value for money.
  • Ensure supply chain staffs adhere to compliance, segregation of duties, supplier terms and conditions and the organization code of conduct in interactions with suppliers. Prepare, and review tender dossier ensuring that all the necessary details including mandatory requirements, technical specifications, and required formation in included.
  • Fleet: ensure smooth operation of program activities by planning for transport needs for program activity to be met on time based on the movement plan on weekly, monthly. Ensure fleet maintenance is conducted efficiently and fueled properly. Effectively take charge over the fleet procurement and logistics procedures to staffs and supervise their implementations. Oversee all filing of fleet documents both in soft and hand copies. Provide monthly comprehensive fleet report.
  • Asset management: ensure that the asset management procedures are planned and everyone is aware of the process. Conduct and submit asset verifications twice a year and more so end of the project/funding and end year in both manual and soft copy. Ensure that all assets are registered correctly, tagged, maintained, and monitored accordingly. Ensure that the disposals are done as per the organization and donor procedures and recorded accordingly.
  • Reports: Ensure the completion and compilation of the monthly procurement, transport, and warehouse reports for both organization vehicles and rental vehicles. These reports include fuel analysis and all KPIs. Biweekly SR Tracker showing the progress in the procurement of goods and services with clear indicators of completed and ongoing procurement.
  • Team Management: Develop the capacity of the procurement and logistics team. Lead, direct, and motivate the procurement and logistics department team. Ensure all the employee KPIs are monitored and feedback is given during meetings in semi-annual reviews and annual performance appraisals.
  • Policy and Planning: Work with managers in the development of procurement plans to optimize purchasing power and facilitate the implementation of project activities. Participate in the preparation of logistics plans and budget requirements for planned operations in movement, plans, maintenance, and repair of vehicles/motorbikes and thereby facilitating the most cost-effective delivery of transport to the programs. Ensure transparency and accountability across all organization activities through full implementation of logistics and procurement regulations. Participate in annual development plan with consultation with other departmental staff including finance, administration, programs, and human resources.
  • Warehouse management: Adhere to warehouse procedure and policy and stock management systems as per the guidelines. Prepare stock reports as per donor requirements and procedures. Physical stock verification and report are done on a timely basis and when requested. Ensure stock management procedures including goods received, released, stacked, and distribution is managed according to the compliance, Ensure the warehouse is clean and dry and maintenance is done by the policy.
  • Staff Capacity Building: Organize procurement training for both programs and operations regularly.
  • Safeguarding: ensure that global policies for safeguarding people, gender quality and inclusion are fully embedded in accordance with principle and requirement of the policy including relevant implementation standard and guidelines as applicable to their areas of responsibility. Ensure that staffs and stakeholders are aware of and understand their responsibilities under the policies and Code of Conduct-CoC.
  • Representation and coordination: represent the organization where relevant to stakeholders, suppliers, NGOs, local government, and partners. Maintain networking to coordinate logistics and supply chain among the stakeholders.
  • Emergency programming: ensure that supply chain minimal preparedness action plans are in place in line with the country's ready to respond plan.
