Management of research cycles from research design to output publication within the Inter-Sectoral Unit (ISU), including:
Oversee program implementation - from Research Design to Communications & Advocacy - of the Humanitarian Situation Monitoring (HSM), the Multi-Sectoral Needs Assessment (MSNA), the Rapid Needs Assessments (RNAs) and the Real Time Monitoring (RTM) programs in Somalia
Line management and capacity building of both national and international ISU staff
Broader capacity building of REACH Initiative staff in Somalia - including Research Design, Data Cleaning and Data Collection, Data Analysis, Reporting, Communications and Advocacy
Ensure that assessments comply with donor (ECHO and USAID BHA) requirements, international research guidelines/international quality standards
Serve as Focal Point for all ISU programmes for the broader aid/humanitarian response in Somalia, including international non-profit organizations (INGOs) operating in Somalia, national or local non-profit organizations (NNGOs and LNGOs) in Somalia, national and state-level government institutions in Somalia, cluster/working group leadership in the Inter-Cluster Coordination Group (ICCG) in Somalia, Office for the Coordination of Humanitarian Affairs (OCHA) leadership in Somalia, Food and Agriculture Organization in Somalia, the International Organization of Migration (IOM) in Somalia, the World Health Organization (WHO) in Somalia and the World Food Program (WFP) in Somalia
Develop and oversee the implementation of ISU strategy in alignment with country and global priorities, in particular:
Ensure the ISU activities are relevant and have a measurable impact on the broader aid/humanitarian response through prioritization and advocacy in Somalia
Identify new programs and approaches in which the ISU can add value to the broader aid/humanitarian response through prioritization and advocacy in Somalia
Contribute to donor proposals (ECHO and USAID BHA) and donor reporting (ECHO, USAID BHA and SIDA) including monitoring and evaluation (M&E) of ISU activities
Maintain external relations as REACH with external partners through bilateral communications, workshops, cluster/working group meetings and throughout the Integrated Phase Classification (IPC) and Humanitarian Needs Response Planning (HNRP) processes - including international non-profit organizations (INGOs) operating in Somalia, national or local non-profit organizations (NNGOs and LNGOs) in Somalia, national and state-level government institutions in Somalia, cluster/working group leadership in the Inter-Cluster Coordination Group (ICCG) in Somalia, Office for the Coordination of Humanitarian Affairs (OCHA) leadership in Somalia, Food and Agriculture Organization in Somalia, the International Organization of Migration (IOM) in Somalia, the World Health Organization (WHO) in Somalia and the World Food Program (WFP) in Somalia
Develop a Real Time Monitoring (RTM) system which can identify areas of acute humanitarian need in Somalia, including:
Maintain relations with partners in the broader RTM pilot project - including with Tufts University (MA, USA), Center for Humanitarian Change (Nairobi, KEN) and IMPACT Initiatives (Geneva, SWTZ)
Conduct 22 key informant interviews with international non-profit organizations (INGOs) operating in Somalia, national or local non-profit organizations (NNGOs and LNGOs) in Somalia, national and state-level government institutions in Somalia, cluster/working group leadership in the Inter-Cluster Coordination Group (ICCG) in Somalia, Office for the Coordination of Humanitarian Affairs (OCHA) leadership in Somalia, Food and Agriculture Organization in Somalia and the International Organization of Migration (IOM in Somalia)
Drafting a Real Time Monitoring system including primary data collection, secondary data review and the development of a trigger system tied into the existing humanitarian structure
