Directing all MEL activities for the organization to effectively measure outputs, outcomes and impact for the at least 10,000 new beneficiaries enrolled in the programs annually across East Africa: this is achieved by leading the organizations’ Program, Monitoring, Evaluation and Learning design and provide oversight on the quality of impact for activities implemented in East Africa (Kenya, Uganda, Tanzania) and coordination of the AAF - USA monitoring, evaluation learning events and provide, oversight for all Country Directors and teams on annual work plan development, quality for strategic plan and program implementation, fundraising and partnership/consortium development.

Key achievements

Program Design, Implementation and Team Leadership: I lead the design for multi-year programs by ensuring clarity in the design of the Theory of Change, program outputs and outcomes, Monitoring, Evaluation and Learning processes and tools (MEL Plan), provide supervision to countries on implementation progress and quality (progress monitoring and impact measurement) and ensure quality implementation of MEL policies and procedures for quality data evidence and documentation of results.

Strategic planning process, implementation and impact analysis: Led the review, development and synthesis of data for the 2021-2025 strategic planning process, which involved a review of the 2015-2020 strategy and documenting impact as well as lessons from the previous implementation to guide the strategy. I currently guide the country teams to design annual work plans and targets as aligned to the new strategic plan.

Evaluation, Research and development: I continuously lead the Evaluation of programs by guiding the contracting and supervision for external evaluators and lead the review and validation of evaluation reports both internally and externally. I lead the research design and supervision for researchers (externally mainly international students and universities) and use the findings to generate lessons that can inform on program improvements and development in the organization. I provide a synthesis of learning documents from the research to be disseminated through stakeholder forums, social media and international conferences (mainly USA).

Resource mobilization: I support fundraising and partnership (including consortium) development for the organization by developing and designing the Theory of Change (problem tree and solution tree analysis methods) and the results indicators for proposals and concept notes. Between 2020 -2021 I have supported to raise up to $480k in the US.

Innovation in data collection and management: I have successfully supported the data collection process by designing new mobile data collection tools (Kobo Collect and USSD codes) and data management in Salesforce

Impact tracking and measurement: Provide technical leadership to capture and communicate program results through annual impact reports, as well as ensure high-quality, timely, valid, and verifiable data collection, reporting and analysis.

The other broader roles and duties for this position includes:

Design MEL policies and training modules for the organization and ensures adherence to the guidelines

Develop all program and evaluation reports, conduct data analysis (both qualitative and quantitative data) and share recommendation and methods for adapting the lessons learnt and recommendation to improve existing and the design of new programs

Provide leadership and coordination for the East Africa program teams (45 staff) and guidance including training to 10 global staff on performance monitoring across all operational components of the programs.

Ensure that all required reports and documentation for the project’s internal management systems and for external donor reporting are produced.

Lead the development and participation in international learning conferences (annual CIES, USAID-Youth Power Learning etc.) and advocacy forums with government and stakeholders

Regularly review and update the project’s M&E plan and country Annual work plans and KPIs

Lead efforts to develop and implement an effective knowledge management system to ensure lessons and best practices are incorporated into ongoing interventions and innovative approaches. Using a CLA framework, ensures that lessons learned, and best practices are captured, synthesized, reported, and disseminated

Lead the dissemination of results to the East Africa and US global BODs, donors and key stakeholders Provide periodic technical training on project monitoring and evaluation for staff and partners

Oversees and advises on information management processes by reviewing data collection efforts, overall data reliability, consistency, quality, and reporting

• Leading the Monitoring, Evaluation, Research and Learning activities for WERK-Opportunity schools education project in the ASAL- region of Kajiado county Broader duties: Lead project implementation strategies, development and revisions of project log frame and overall M&E framework; provide strategic MEL leadership and direction to the team implementing programs in all aspects of M&E and information management Coordinate regular planning, accountability and follow up of key performance indicators and overall quality assurance matters with sub grantees and implementing partners, and organize for reports dissemination workshops and launching publications with stakeholders and government Led the research and piloting of new strategies in collaboration with KICD to test the implementation of the Competency Based Curriculum (CBC) Parental engagement component and the Learning at The Right Level (LaRL) piloting guided by Pratham and PAL Network and shared the research findings for national synthesis Develop project progress reports and edit final reports by evaluation consultant for submission to donor by ensuring clarity, quality, and usability; produce and present excerpts of reports for PowerPoint presentations of monitoring data to stakeholder and ad hoc review meetings as requested by the donor Coordinate and lead on all results reporting against the project results framework, including tracking results against output and outcome indicators and value for money (VfM) and ensure that M&E data and results continue to inform program strategy by working with program leadership to understand and devise strategies to implement results which maximize program impact Oversee implementation of project MEL methodologies and protocols for data collection tools, develop mobile data collection tools and the provide technical assistance to partners in data collection, analysis and results reporting Support in identifying funding/partnership opportunities within governments, donor agencies, bilateral and multilateral organizations, non- governmental organizations, foundations and the private sector.
• Support to develop expression of interests, concept notes and proposals for potential new projects and prepare budgets and costing for all new project proposals in conjunction with the fundraising technical team Supervise and develop terms of refences and contracts for hiring project consultants and sub guarantees and protocol letters to various government structures to ease duties of WERK, consultants and implementing partners Support in the coordination and participate in meetings and workshops with donors and partners and produce high quality meeting minutes and action-oriented summaries Participate in the Regional Education Learning Initiatives (RELI) research and learning activities with build-in feedback loops which directly inform program managers and enable iterative improvements to program implementation, as well as feed into the broader organizational M&E system and strategy; Conduct county specific research and analysis on donor and partners focus areas, funding cycles, processes and identify opportunities for project development.
• Support the Executive Officer and Project Managers in coordination project operations through revision of budgets, partnership agreements, project scope and timelines as and when needed and in accordance with WERK internal controls and processes.
• Supporting organizational/project learning through publication and sharing of information and knowledge during regional learning initiatives, with colleagues, members and partners.

• I provided specialized support for the implementation of education sponsorship operations in Nairobi and Mombasa as well as coordinated fundraising for emerging needs to promote equitable access to education for 7400 Kenyans and refugees who are out of school in Kenya in the, ’s Operation Come to school project funded by Educate A Child.

• Performance Monitoring, verification and reporting for the TOWA HIV/Aids project – for National Aids Control Council (NACC) for which I.
• Provided quarterly Monitoring, performance auditing and capacity building to NACC structures/CBOs by conducting a physical check/visit on the implementation by the Project sub-Implementers (PSIs) in the Total War against AIDS (TOWA) project for HIV/AIDS programs to ascertain that projects are implemented with quality targets achieved as per the work plan and budget and report on the outcomes to NACC.
• Developed project progress reports for submission to NACC by ensuring clarity, quality, evidence and usability to produce consolidated versions for the donor- Word Bank.
• Key Achievement; Conducted physical verification and monitoring for over 350 Project sub implementers (PSIs) nationally to check on implementation progress and reporting for activities carried out, through the delivery of timely, analytical, qualitative, and quantitative information.
• Through findings, I was able to capacity build the PSI structures to undertake proper implementation, quality reporting and achieve quality targets.
• Interrogated the extent of beneficiary involvement and education on the project activities carried out by the PSI which in turn increased quality of beneficiary support, community trainings and involvement in HIV/AIDS and reproductive health practices and awareness on the TOWA project.

• For Programme Services (UNOPS, Conduct beneficiary mobilization, identification, verification and enrollment into the World Food Program Cash Transfer Program in Machakos and Embu.

• Supported continuous capacity building and final research to long term outcome evaluation for the USAID Economic Livelihoods Project within 15 Community Based Organizations (CBOs) on Group Savings and Loaning (GS&L) methodology and following up on the income generating activities (IGAs.)
• Additionally supported data entry and analysis using the SPSS, EPI-info, KeMPHS and Excel INTERNSHIPS Interrn, AMREF Kenya, Kisumu County.

• Kenya National housing and population census - door to door visit to conduct a physical count of the household members.

• Maanisha project: Supported with Research and Monitoring for Community Based Organizations (CBOs) and Civil Society Organizations (CSOs) to improve implementation of HIV/Aids programming by strengthening the CBO networks.
