  • Responsibilities capped with this position included:
  • The Regional Coordinator is responsible for regional trade Programs based on the RAC strategic direction approved by the Regional Council, is responsible for all aspects in relation to development, planning, implementation, resource mobilization, reporting, financial management and administration of the Regional Work Programme, in collaboration with partners like the World Bank, IMF, USAID, Global Fund, alongside other strategic regional funders and/or institutions, and the Secretariat.
  • To develop, strengthen and nurture effective working relationships and synergies with co-operating allies (donors and lead regional partner institutions) and network members and the focal points in the COMESA member countries where they exist.
  • To be proactively responsible for raising funds from financial partners active in the member countries. This includes networking to find fruitful partnerships with other organizations and supervising all fundraising activities, regionally, to promote trade related projects to its donors and prospective partners and ensure the resource mobilization goals are being achieved at a regional level.
  • To ensure alignment to the Secretariat strategic trade framework of programs and projects undertaken in the region by COMESA, including supervision and provision of guidance to program or project managers.
  • To establish (under the Regional Council decision) and coordinate the functions of a regional group of technical experts to assist with the implementation of the regional works programs.
  • To ensure effective networking, communication and information sharing among COMESA Partners within the region, which includes the promotion of lessons learnt between the COMESA Partners, the World Bank, the USAID, the AGOA and the IMF among others.
  • Management of Regional Secretariat:
  • Is responsible for the management and administration (including human resources management) of the Regional Secretariat, in collaboration with the host institution and, or government, to ensure a high quality professional service to member states.
  • Ensures the Regional Secretariat is staffed with high quality professional and motivated staff.
  • Effective management of regional database of Partners on behalf of the Secretariat and member states.
  • Co-ordination, liaising and working very closely with the Projects Network Officer for the region to ensure timely submission of regional inputs, development of synergies within the team while sharing knowledge and related resources.
  • Regional Governance:
  • Reporting to the Secretariat on the progress of various trade activities with quarterly reports (both narrative and financial).
  • Acting as Secretary to the RSC and to the General Assembly, taking part in meetings with the right of voice but without vote.
  • Calling the meetings of the RSC at the request of the Chair, as well as organize and prepare the necessary documents for all governance meetings.
  • Supporting the RC to ensure compliance with the Conditions for Accreditation and the Secretariat statutes. This includes all COMESA governance duties and the expansion of the Secretariat Partners base.
  • Liaising and consulting with the Chair and Co-Chair of the respective projects on matters relating to the fundraising and implementation of Committee decisions.
  • To oversee any other responsibilities within the Secretariat Charter as assigned by the RC Chair and Co-Chair respectively.
