Abdifatah is a skilled and accomplished learner, researcher, policy and monitoring and Evaluation specialist. He has over 5 years of experience in the field of GIS and Groundwater/WASHservices to make the resources available to people for its sustainable uses mainly for drinking and irrigation and groundwater. Freelancer in various Monitoring and evaluation projects in the field of WASH, Health management and information system (HMIS), Education (Education Management Information System EMIS, QLE), Nutrition and Water related project for various local and international Organizations and government bodies. Experienced in Environmental analysis of the borehole wells activities(ESIA).
· Studying the relevant project documents (including, but not limited to the Project Appraisal document, Project Implementation Manual, work plan), review and revise the log frame and result matrix, and revise the indicators if necessary.
· Responsible for reviewing the M&Es needs and plans of the project, and extract relevant indicators to monitor the project outcomes and outputs.
· Validating the baseline measurements of the Project development objectives (PDO) matrix included in the Project Appraisal Document and agreed between the government and the African Development Bank.
· Provide technical inputs on monitoring and evaluation parameters to improve planning, programming and implementation of project.
· Liaise closely with Senior National Project Coordinator, Implementing agency and the Chair of Steering Committee.
· Contributing to the Quarterly report regarding M&ES.
· Ensure that the Annual Work Plan reflects the goals of the Results Monitoring Matrix as agreed between FGS and the IOM and Government of Somalia.
· Develop in-depth knowledge of monitoring and evaluation system of capacity development operations to guide performance tracking activities of staff with M&ES responsibilities in project beneficiary Regional Administrations and key Stakeholders.
· Assisting in defining monitoring and evaluation requirements at the different levels of project implementation.
· Conducting analysis of monitoring data, documents findings from monitoring and evaluation activities and submits monitoring reports to the Project Coordinator.
· Produce reports in English.
· Undertaking any other assignment as may be directed by the Project the Senior National Project Coordinator.
· Training of 20 FMS state members for a duration of 14 days in Mogadishu supported by UNFPA, using Arc pro and QGIS.
· Digitizing the Enumeration Areas (EA) for the whole country using Google maps images for the upcoming Census.
· Collection of GPS coordinates for important landmark areas for Census reference.
· Identify and access map information sources.
· Identify map information needs at SNBS.
